In 2002, then- Mayor Floyd Abrams announced his intention to develop a downtown redevelopment project which would include office and housing towers along an axis running north-south across downtown from Canal Street down Market Street and southwestward along State Street between Tulane Avenue and All Saints Episcopal Church until it reached Interstate 10 outside Loop 610 (now I-10/30). This plan never went beyond concept stage because funding could not be found for it even though developers offered $1 billion for such a project over ten years without success. It has been reported that Mayor Abrams may have been influenced by then-President George W Bush's decision to fund Solyndra rather than help rebuild New Orleans following Hurricane Katrina due to concerns about how public money might be used more effectively elsewhere (the official cause cited by Bush officials was that Solyndra would not satisfy federal environmental regulations). After Katrina struck, Mayor Abrams reversed himself and said he plans only to redevelop blighted areas near downtown while also increasing funding for affordable housing projects throughout the city instead of building expensive new office buildings or condos exclusively within town limits
