In 1840, Lafayette residents voted to become a town pursuant to Resolution 527 which proposed that all unincorporated areas within Orleans Parish should be included in one municipality with a total population of 20,000 or more established citizens living therein; this ordinance provided for municipal elections every four years to choose members of the first class council or board composed entirely of civilians with responsibility for all aspects of local government including parks, transportation, water supply and sanitary regulation; these bodies were later renamed as city councils with mayoral powers but continued to be chaired by civilians until 1959 when they were transferred into city management under Mayor Raymond K. Kempf Lafayette experienced significant growth following its incorporation into Orleans Parish in 1940 due largely to wartime production opportunities brought about by American involvement in World War II. During its first decade as an incorporated municipality (1940–1949), Lafayette's population grew from 6,824 to 27,664 residents! This rapid expansion was facilitated by several factors: open-air markets that flourished during WWII due principally to increased demand from Gulf Coast ports; annexation by neighboring parishes following Louisiana's passage via referendum of an act entitled "An Act To Further Encourage Manufactures Within Our Province Of Louisiana" ( December 9th 1941 ); and postwar engineering projects such as reconstruction projects accompanying Hurricane Katrina which created new industrial zones adjacent to downtown Lafayette which saw rapid development throughout much of 2003-2005
