The town experienced growth during the antebellum period. For instance, it became a major center for cotton production. The population increased from 1,500 in 1835 to 10,000 by 1860. During Reconstruction Kenner declined as white flight migrated to other parts of Louisiana and Mississippi counties outside of Jefferson Parish Judge John Paine ordered that all black citizens be registered and taxed within two months of their arrival in Kenner; any delay would results in forfeiture of their property and social ostracism throughout their community. However, some progress has been made since then: In 2017 local businessman Artis Gilmore donated $100K to Kenner's rebuilt Main Street which will include new businesses and an art gallery along with public access to the former cotton mill building now home to a grocery store (now closed). Additionally, plans are underway for a new elementary school as well as possible redevelopment of nearby businesses around what used to be its cotton gin complex into mixed-use development with retail and offices space on one side while residential units are available on the other side near Interstate 10
