A series of devastating earthquakes struck Haiti in December 1886 followed by an even more powerful quake that struck Central America on September 14th 1890 killed up to 250 people according to survivors reports alone townsfolk quickly rebuilt with materials brought overland from Mexico City specifically allocated for this purpose under US auspices as part of efforts leading up to World War I .
