Jennings, Louisiana is a town in Hancock County, Arkansas. The population was 3,898 at the 2010 census. It is the site of the former Jennings Plantation and now the Jennings Agricultural Center. The center was built on land donated by General John E. Pershing in 1928 as part of his campaign to promote gun control in America. Jennings was founded in 1875 by citizens of nearby Pine Bluff, Arkansas who came to trade with the Indian tribe called the Creek Nation. In 1882, Jennings became an incorporated village after incorporation by law from Cherokee Nation land southeast of Pine Bluff. In 1895, when Jones-Boggs manufactured arms here for World War I production, downtown Jennings had only a few buildings and no movie theater or other public amusements. In 1927, General John E. Pershing dedicated much of his speech at a rally advocating gun control before Congress that helped push passage of the National Firearms Act (NFA) that regulated firearms nationally. The Act also banned importation and manufacture of certain handguns not meeting government specifications and created a tax on such weapons to help finance prohibitionism across America's Southwestern border region with Mexico. Among those celebrating Pershing's event were Mayor Augustus Fenton and local banker Wills Hargrave III., who donated $5,000 for seed money for development at present-day Jennings Agricultural Center which opened its doors in 1928 as one of several new agricultural enterprises statewide sponsored by Hargrave during what would be a prolific period for American agriculture growth during this time frame characterized as "the Roaring Twenties".
