Houma, Louisiana is a town in Jefferson Parish, Louisiana, United States. The population was 13,849 at the 2010 census. It is part of the New Orleans–Metairie Metropolitan Statistical Area. Houma is located on the then-soil of Lousiana's Iberian Peninsula and now sits on soft coastal marshy land between two large bayous named for General James Wilkinson and Father Nicholas Guerrier: Bayou Saint John to the north and Bayou Lafourche to the south. The first Europeans to visit Houma were French colonists in 1759 who built a Presqu'île de la Pointe du Lac trading post before moving on. A second French colony was established in 1765 by Antoine Le Moyne de La Salle as Poste d'Houma with his instructions that it be called "Homeward". The post office opened in 1768 and was known as "Homeward" until 1824 when it became " generalized post office." When American independence was declared in 1807, many French residents left for America because they saw no other way out of France's political instability under Napoleon Bonaparte than through submission or exile. Many of these anti-Napoleonians returned after Napoleon's defeat at Waterloo and set up new settlements around New Orleans which included Houma. In 1811, Spanish settlers also arrived in what would become St. Bernard Parish; however, they soon abandoned their efforts to establish a colonial presence there due to Indian hostility towards them and instead developed an agricultural economy based on sugar cane cultivation and cattle ranching which continued into the 19th century. By 1830, only 1% of the parish’s population consisted of African Americans while 98% of its white inhabitants were slaves or free men owning enslaved Africans whom they referred to as “natives” or “Prairies Noires” (Black Plains). The area that would become Houma had been inhabited by Native American peoples for thousands of years prior to European settlement; during this time period various bandsisted chiefdoms lived together along several banks of the Mississippi River from Bossier Parish eastward through Tensas Parish into Vermilion County northward across much of today's Acadiana region including parts of Shreveport and Baton Rouge before finally reaching present-day Louisiana about 12 miles above modern day Houma on low hills near present day Little Bourg les Basques Street just outside downtown Lafayette where some still live today culturally speaking related to their ancestors from centuries ago who once settled hereabouts along with numerous others throughout much lower Androscoggin country upstream including those living adjacent to what are now known as Appalachian Mountains within today's Arkansas state line east side below Interstate 20 north side facing Interstate 85 west side across Arkansas state line crossed by Interstate 30 just inside Oklahoma boundary southwest corner border with Texas

The area that would become Houma was first settled by African Americans during the 18th century as part of what is now Rapides Parish. In 1853, General John C. Frémont founded an unsuccessful effort to explore and colonize present day Louisiana through what is now Houma City; this failed attempt led to Frémont's nickname "The Father Of Louisiana". In 1880, Fenton Meeks purchased some land northeast of Houma from French Canadian owners for $200 per acre, which became known as "Meeksville." By 1886, Meeksville had developed into one of the largest cotton plantations in America with over 100 slaves working at its plantations. The white people who lived in Meeksville gradually withdrew from slave trade while developing their own society where they were freeholders and voters. By 1910, most black people living in Meeksville were gone as well and white flight began to occur along with high levels of crime and social unrest among blacks living adjacent to black areas such as New Orleans and Monroe Parish; this caused racial tension throughout much of northern Louisiana until 1964 when Brown v Board Of Education legalized segregation in public schools across America creating a new hope for mixed race relationships throughout much of America In 1916 local businessman Winton Hogg donated land near today's downtown Houma for a park called "Hogg Park" after himself and his son Winton Hogg III (1902-1978) philanthropists who helped develop both town center activity around wetlands located between Lake Pontchartrain west side Huguenot Boulevard north side Third Street west corner Lafitte Avenue). The City fathers built several homes on topsoil removed from surrounding rice fields while others were built on alluvial soils deposited over time by waves or floods resulting in difficult construction conditions even today due to low lying swampy soil which makes excavation especially challenging despite years' efforts by Heritage Foundation volunteers
