Hammond, Louisiana was founded in 1837 by J.M. Hammond and his wife, Sarah. The city grew rapidly after the opening of the Louisiana Purchase in 1803 and by 1835, it had a population of over 10,000 people. In 1838, Hammond became the first incorporated municipality in what is now Jefferson Parish. By 1840, the city had a legal system and elected its own mayor and council. In 1861, Hammond was annexed to New Orleans and its citizens were forced to leave their homes and businesses behind. The city lost many of its residents during the American Civil War as soldiers moved North to join General Ulysses S Grant's army or flee into refugee camps set up along the Gulf Coast. The population of Hammond dipped below 300 people by 1865 but slowly recovered during Reconstruction. By 1870, however, the city was back at around 10,000 people with only a few small businesses remaining downtown. This gradual growth stopped until World War II when new housing developments began to arise in downtownHammond while most of the older buildings were demolished for firewood or other purposes. By 1950, there were only a handful of businesses left downtown while most households lived in single-family homes throughout the city center or on side streets near major thoroughfares such as Magazine Street and French Avenue. In 2000, Hammond celebrated its 350th anniversary with an annual celebration called "The 400 Days."
