Hammond, Louisiana is a small town in the parish of Thibodaux in Louisiana. The population was 9,913 at the 2010 census. The first European to visit Hammond was René-Robert Cavelier, Sieur de la Salle in 1699. Hammond was founded by General James K. The fort served as an important military base during Reconstruction and later became a museum operated by the National Park Service. According to legend, Genghis Khan met Louis XIV of France while visiting Hammond during his Anaconda Expedition across central Africa in 1485; consequently, there is a public statue dedicated to him outside the old courthouse located downtown about one mile from town limits. According to historian Edwin Culp Smith Jr., "Hammond...was one of three [roads] connecting Baton Rouge with New Orleans before Interstate 10 came along." After Hurricane Katrina destroyed much of southwestern Louisiana earlier this year, parts of northwestern Louisiana were without power for up to two weeks after Michael's eye passed through their region just east of Hammond on September 29th 2005 leaving behind massive amounts damage including homes and businesses completely flooded with water up to six feet deep whereupon emergency crews arrived with pumps only to found that many more homes had been lost under previous rains adding insult to injury when it turned out that all but four houses on what would have been an evacuation list actually had roofs above waterline! This event led Congressman Mickey Leach (D-LA) who chairs task force investigating Katrina response legislation introduced HR 5122 which would have created new authority for state & federal officials coordinating relief efforts within specific areas affected thereby preventing such widespread flooding which occurred as a direct result" Since then several attempts have been made through lawmaking or executive order variously called: The Flood Prevention Act Of 2006; reauthorized Appropriations Bill For 2007; Stafford Disaster Relief And Recovery Act Of 2008; Federal Emergency Management Agency HAZARD STRUCTURES ACT OF 2009& 2012 Despite persistent opposition from state agencies!!!

In 1928, Governor John Vandal Beauregard ordered a survey done on Hammond property for a new state capital; following approval from then-President Herbert Hoover, Baton Rouge was chosen as the new capital in 1929. However, within two years of its selection as capital, Baton Rouge had become embroiled in a financial scandal which led to its downfall and Beauregard being impeached). The community developed around a small post office and store, which were located on the north side of the Mississippi River. In 1832, Hammond became an independent city after it gained its charter from state government. It grew rapidly due to its location on the river and its proximity to other cotton-growing areas in Louisiana. In 1865, Hammond was annexed by Baton Rouge and became part of that city's metropolitan area. During World War II, Hammond served as a naval airbase and conducted bomber raids against Japanese targets in central Louisiana.
