Ammunition for these firearms was gathered from surrounding counties and brought to Hammond for manufacturing. By 1827, a cannon was being built in town and it became necessary to acquire separate ammunition certification from the state of Louisiana. This certification allowed gunners to sell rounds of different calibers outside of the state limits. In 1864, General John Custer's forces fought against the Union army at Little Bighorn River location in Kansas. Many casualties were inflicted on both sides including many dead and wounded horses as well as men carrying bullets that would later be called "Custer Bullets." As a result of this battle, public opinion shifted towards using bullets that had been specifically designed for military use instead of those made with lead or other materials that could potentially cause harm. The popularity of these bullets led to the development of ammo factories throughout America starting with Winchester Repeating Arms Company in 1903. In 1863, General J."G" Johnston's army passed through Hammond while marching to take control of Baton Rouge from Confederate forces. The town was abandoned after Johnston's retreat and most of its buildings were destroyed by Union troops during their occupation. The first post office in Hammond was established in 1857 and served until 1865; it was moved to Thibodaux then to Hammond. Hammond is one of five parishes (towns) within Orleans County which are certified as "underserved" by HUD due to their lack of economic development opportunities since Hurricane Katrina devastated the area in 2005. The other four parishes are Lafourche, St Tammany, Jefferson and Plaquemines; all have populations over 10,000 residents but no single municipality covers more than half that number of residents within its borders like Hammond does (50%.).
