Hammond is the county seat of Leon County and the only incorporated municipality in the county. It is part of the Baton Rouge Metropolitan Statistical Area. Hammond was founded by James Hammond in 1851 as a small town on an island in the Alexandria River near what is now downtown Baton Rouge. By 1870, Hammond had grown to become one of South Louisiana's most important cotton-growing towns. In 1898, Hammond became the first city in Louisiana to be incorporated when it was annexed by Baton Rouge. In 1938, during World War II, Hammond got its start as a military airfield during World War II when General George Patton's Fifth Army used it to fly supplies and reinforcements into battle against Japanese forces occupying French Guiana. In 1944–1945, white supremacists bombed and burned down several buildings in Hammond; these bombings were considered part of a larger racist campaign against African Americans that targeted southern Louisianans generally and black people specifically within Jackson Parish (present-day Baton Rouge Parish) and other areas east of Lake Pontchartrain. The City Council passed an ordinance forbidding discrimination on account of race or color in all businesses with local exceptions starting on July 1st 1951 but no mayor followed through with enforcing this ordinance because they felt it could be unconstitutional given that it applied ONLY TO BLACK BUSINESSES WITH NO RELATION TO RACE OR COLOR IN GENERAL? This ordinance known as "The Jim Crow Law" still stands today & applies equally to ALL business owners regardless of theirRace or Color

However, by 1865, Hammond had regained its prominence as a center for trade and agriculture due to the reopened railroad line that passed through it. By 1870, Hammond had more than 1,000 residents and was considered one of the most important towns in southwestern Louisiana. The early years of the 20th century were difficult for Hammond because it was hit hard by several natural disasters: including hurricanes (both major ones) in 1911 and 1928; flooding from nearby Lake Pontchartrain in 1943; and an oil pipeline explosion on July 15th, 1951 which destroyed much of downtownHammond
