Central, Louisiana is a city located in Baton Rouge Parish, Louisiana. The population was 2,531 at the 2010 census. Central has been the primary settlement for over one hundred years and is home to most of the state's historic black neighborhoods. Central was founded by African Americans in 1814 as part of the Second Louisiana Purchase from Spain. It became a slave market because it lay east of Baton Rouge and west of New Orleans. The area that now includes Central was part of what was then known as Tensas Parish before it was divided into two parishes—East Baton Rouge Parish and West Baton Rouge Parish—in 1868. In 1888, Central became an independent parish under the name "Central" with a population of 1,000 residents. In 1924, it absorbed other adjacent villages including Highland Park and Jonesboro which had all grown up around cotton plantations that were abandoned after being bought by white farmers in the early 20th century. The post office at central began operation on October 5, 1840; however, because blacks were not allowed to own property north of I-10 (the original route from New Orleans to Baton Rouge), mail service only came through Frenchmen's Bend south of town and through Staplewood until 1860 when a first postmaster named John Ladd opened a shop at North Broad Street near downtown which continued until 1862 when he moved across I-10 to Spanish Fort where he served until 1865 when he moved back upriver to central where he operated his store until 1870 when war ended and slavery ceased throughout much of America. This period marked one important milestone for blacks in rural areas as they started long term access to education and economic opportunity which would continue throughout their interaction with white society even after their emancipation in 1865%. A second major milestone occurred during Reconstruction when African Americans played an instrumental role in municipal government becoming mayors or members on school boards while also working side by side with whites without any discrimination or violence ensuing due to this new form of partnership born out of necessity following Reconstruction efforts by both parties within Congress aimed at terminating residual power disparities between races statewide as well as various special commissions created pursuant thereto such as the so-called "Comprehensive Black Program" established on November 16, 1881 by Ulysses S Grant who served concurrently as Secretary Of War & Chairman Of The National Freedman's Bureau & headwaters region
