Afterward, much of this activity shifted to nearby Lafayette or Shreveport because of cheaper labor costs available within those cities limits. Businesses continued to grow during the Civil War; after the war, farmers began moving into the city to take advantage of local resources such as cotton plantations and irrigation systems. In 1920, Bossier City became an official parish within St Bernard Parish when it split from Orleans Parish; at that time, it had a population of just over 2,000 people. The parishioners maintained their own churches until 1955 when they joined together with neighboring Jefferson Parish to form New Orleans East (NEO). In 1976–1977, NEO voted to change its name to St Bernard Parish – Bossier City (SBP) following its merger with New Orleans West (NOW). During World War II,Bossier City played an important role in providing munitions for both Nazi Germany and Japan; many businesses closed during the conflict because of restrictions on trade imposed by both allies and Axis powers alike. After hostilities ended in 1945, many businesses reopened but experienced difficulty getting back on their feet due to postwar economic recession plaguing Louisiana and much of America at large. However,Bossiere City slowly regained some lost ground during this period; between 1990-2000 alone, job growth averaged 1%.
