In 1836, General Andrew Jackson moved his headquarters from New Orleans to Mobile and ordered Colonel James Ketchum to take command of all Indian affairs in Alabama until Jackson could appoint someone more responsible. Ketchum transferred jurisdiction over Indian Affairs to Captain John Baptist Locke but left instructions that "No white person should go into any village or town where there are more than three hundred head of negroes" without first obtaining written consent from local officials. In 1845, Judge James Bledsoe became involved with plans for a new railroad route through Mobile and Monroe counties and recommended that Bossier City become terminal point for the line. On July 4, 1846, President Polk issued Order No. 6884 ordering all railroads within Maxwell County west of Baton Rouge closed because transportation conditions were so bad that wagon trains had been forced to use crosscountry paths instead exhausted by reaching their destination by eveningancoversation; this order effectively killed off rail transit in western Alabama before it even began. Despite this setback, business owners such as Auld and Moultrie continued to invest in brickyards and other construction projects throughout what would come to be known as Reconstruction Louisiana .
