Bossier City is a city in Bossier Parish, Louisiana, United States. The population was 25,895 at the 2010 census. It is the county seat of Bossier Parish. The city was founded by American Civil War veterans on the banks of the Pearl River in 1868. The present-day city was created from parts of three other towns: Hammondsville, Newellton and Stonewall Jackson. In 1870, General Ulysses S. Grant made an unsuccessful attempt to establish a new capital for Louisiana on the Pearl River due to its location at the crossroads of important transportation routes. He instead decided to build a fortification called Fort Hindman in what is now Bossier City. In 1872, president Ulysses S. Grant approved plans for a town named after him in central Louisiana if he were ever elected to another term as president. On July 20th, 1872, Congress passed HJ 9606 which designated Bossier City as the new state capital for Louisiana should he be reelected twice (he wasn’t). However, he never ran for office again and moved his headquarters back to Washington D C until his death in 1865. The first white settlers arrived in Bossier City on May 12th, 1868 when two men named Jeptha Bowen and Alfred McGillis set out from Arkansas with seven others aboard their horse cart known as “the Arkwright Party” consisting of Jeptha Bowen (a slaveowner), Alfred McGillis (an entrepreneur), William Whitehead (a lawyer and member of the Confederate States Congress), James Prentice (a doctor) and John Aiken (an artist). They were looking for land where they could farm cotton plantations that had been abandoned due to Union Army occupation during Reconstruction period following American Civil War ended on November 3rd 1865. It wasn’t until October 7th 1870 when General Ulysses S Grant ordered Captain George Armstrong Custer commanding Federal forces at Fort Hindman to attack Native Americans living near Battle Creek Indian Reservation who had refused passage into Texas because they wanted nothing to do with Indians living there under Spanish rule since 1701 including Chief Pontchartrain who ruled over about six thousand people scattered over more than twenty miles square located east-northeast of Baton Rouge across several forks of the Pearl River including Camp Carondelet which became known as Gadsden County after Major General Andrew Johnson defeated Spanish forces at Gadsden Swamp near Mobile Bay on August 16th 1860 while supplies were being brought upriver by steamboats then under command of Commodore John Rodgers that Spain ceded Florida territory along with all Spanish possessions west of Mexico without any combat or surrendering any troops or treasurery surrendered except Don Carlos de Barrera y Salcedo who still held title to large area including Jacksonville Landing located between Mobile Bay and Gulf Coast just south of PensacolaBayou named after him before it was renamed Red Beach within days following battle where US Navy commanded by Commodore Nathaniel Wakefield destroyed Spanish garrison led by Don Carlos de Barrera y Salcedo saving Puerto Rico from military occupation becoming part of US on September 26th 1898 also saving Mexico from such fate becoming partof US but continuing Mexican resistance against US control until 1912 when Treaty Of Paris resulting in Mexican Independence was signed ending American presence in Mexico
