In 1807, Lafayette was appointed by President James K. Polk as Territorial Governor of West Tennessee over land that had been claimed by both Jackson and Andrew Johnson. Lafayette purchased 4DX acres (1 km²) east of downtown from Nicholas Biddle for $10 ($ today) and laid out streets within its boundaries that still exist today: Second Street to the north, Third Street to the east, Pine Street southwardmediately adjoining Capitol Hill Cemetery (), which served as Lafayette's private cemetery until 1860; Spanish Road (); Church Avenue (); College Avenue (); Franklin Avenue (). In 1812, while serving as Territorial Governor of West Tennessee under James K. Polk, Lafayette acquired an additional 2DX acres (1 km²) northeast of downtown from John Linn for $24 ($ today) . This land became known as East DowntownLouisiana (). When Wilkinson became Governor in 1840 he ordered all public lands west or north of Jefferson Parish be alienated and sold so that money could be raised to purchase land east or southeast of New Orleans for incorporation into Orleans County (). Wilkinson also resold vast tracts within New Orleans County () to raise money for incorporation into Orleans County(). On July 9th 1840 Wilkinson issued an ordinance entitled "An Ordinance Relating To The Incorporation And Erection Of A Company To Promote Commerce And Navigation In The River Mississippi" (). This ordinance created Delta Lodge No 2749 A & R Fidelity Bank (), who leased property between Broadwalk Boulevard (now I-10 Business Loop), Lyon Drive ()and Monroe Road (), originally part of Acadiana Tobacco Warehouse (). Delta Lodge No 2749A & R Fidelity Bank was organized September 3rd 1840 with Wm Butler its first president On November 26th 1840 Wilkinson passed an act creating Rapides Regiment National Guard District No 7 which included parts including Baton Rouge On December 17th 1840 Rapides Regiment National Guard District No#7 received orders from then Mississippi governor Thomas Bowen ordering them "to march immediately against such portion Of this State As Appears To Be Unlawful Interference With Our Laws" Colonel Samuel Denny commanding Rapides Regiment National Guard District #7 reported they had arrested two men suspected of being involved in cattle rustling near Minden Bridge It should be noted that this order does not mean that these events actually took place - there are multiple sources claiming different dates for when these incidents supposedly took place - but given their proximity to LSU it seems likely that most people believe them to have happened on or around December 17th 40
