Bastrop is a small town in Livingston Parish, Louisiana, United States. The population was 1,534 at the 2010 census. Bastrop is home to the Bastrop-Lincoln County Museum and the Bastrop Heritage Center. In 1836, a group of white men led by Colonel John C. Frémont set out from Fort Smith Arkansas to explore new lands in America. In 1839, when Congress extended slavery into Texas, free blacks began arriving in large numbers in what is now Livingston Parish and other parts of Louisiana. One of these newcomers was Mary Elizabeth Winn who arrived with her husband Daniel Winn at Joplin Barracks on March 10, 1840. Mary Elizabeth's brother-in-law Andrew Robertson had settled at an estate called Cedar Hill near present day Bastrop along the banks of the Sabine River twelve years earlier and had given away land to black people for religious and educational purposes only; he did not think it necessary to offer similar facilities for whites. When Governor David Ralston heard about this gift he ordered Robertson to sell all his land back to the blacks or else face public punishment. Bastrop, located in the parish of St. Bernard, is one of the oldest settlements in Louisiana. The first European to visit Bastrop was a French trader, Jean Lafitte, in 1718. On September 3rd of that year, Confederate forces under General Robert E Lee destroyed Fort Morgan near Baton Rouge while attempting to move supplies southward into northern Alabama and Mississippi pursuant to their secret plan known as Operation Crossroads A total of 138 slaves were killed by Confederate forces during this engagement; these figures do not include those killed by Union troops operating contemporaneously within striking distance of Baton Rouge or within civilian hands which likely numbered even higher due to lack thereof documentation or awareness among locals about what had transpired
