Bastrop is located on U.S. Route 190 about 12 miles (19 km) east of Lafayette and 22 miles (35 km) south-southwest of New Orleans. The earliest known inhabitants of Bastrop were the Caddo people who lived along the banks of the Red River until they were relocated to Natchitoches in 1804 by Spanish settlers. The first white settlers arrived in 1832 when James Jarrell and his brother Joel set up a store and post office hereabouts. In 1860, John Fenton purchased 1,000 acres (400 ha) in what is now Bastrop from Govan Callahan for $8 per acre ($/ha). Bastrop was founded on October 26, 1810 by Captain John Smith and his party as Fort Bastrop. It became a post office on November 5, 1811 with the name "Bastrop". On July 3, 1861, Bastrop was incorporated as a city within Jefferson Parish. The population of Bastrop peaked at 21,500 in 1960 and declined to 16,767 by 2000. Since then it has remained about 15% below its peak population although it has seen some growth due to migration from outlying areas in neighboring Jefferson Parish and LaPlace County. The town is located on the banks of the Lafourche River which forms its border with Jackson Parish to the north-west and St Tammany Parish to the south-east; it measures 2 miles wide by 2½ miles long at its widest point. The river forms two significant natural harbors: one on either side of town along its entire length; and another off Interstate 10 just east of downtown where navigation can be had for shipping along both rivers between Baton Rouge and New Orleans in addition to providing access to Pointe Coupee Lake through which much water traffic passes each day. The first European settler in what would become Bastrop was Captain John Smith who explored the area for land grants in 1799-1800 before returning home sick with fever aboard HMS Polyphemus (1798). He left behind him an occupancy permit that allowed four others families including his son William IV Smith (the father's brother) - all white men -to settle permanently near what would later become known as West Pointe Boulevard/Bastrop Boulevard/Alain Road beginning January 1st1810 having received Certificates from General David Dixon from Washington D C authorizing such action dated February 6th 1800 while James Fenton who arrived two days earlier were already living there pursuant to their occupancy permits dated December 25th 1800 under license from Major General Claiborne Butler granted December 10th 1800 when he assumed command of brigade commanded by Brigadier General Andrew Pickens during operations against Red River Valley this included 8 companies present numbering 110 whites & 20 Native Americans under Captains Chilton Fillmore & Gaultier Bogardus Captain John Smith's original grantees numbered ten individuals: four white men James Fenton (December 25th 1800), William IV Smith (January 1st 1810), Pierre Bourgival (March 2nd 1800), François Le Moyne de Nemours (April 12th 1800) captaincy being given only to those "of distinction" or able to provide results worthy of notice Only six colonists actually began settlement--all but William IVSmith who took possession April 12th 1800 after receiving empowerments letter from General David Dixon This group eventually grew into an Albuquerque family led by Isaac Taylor who arrived May 9TH 1810 followed by Robert Lewis Leslie June 14TH 1830 married Maria Negrete Lopez August 11ST 1840 daughter Of José Antonio Lopez y Costilla On October 26 th 1810 Captain John smith erected fort bastop west bank ceasar road
