Bastrop is a town in Livingston Parish, Louisiana, United States. The population was 2,921 at the 2010 census. It is part of the Baton Rouge Metropolitan Statistical Area. Bastrop began as a French post office on March 10, 1892 and was named for General Pierre-Simon La Salle. The town was organized on November 1, 1912 by Judge Abel C. White and Mayor James Walthall. On December 15, 1912 Bastrop had its first election as an unincorporated community with no more than 20 residents. Bastrop has been described as "the 'Little Orleans' of Louisiana" because it is located near the center of the state's largest city (New Orleans). Development in Bastrop began modestly with small businesses buying land to grow crops or build homes until World War II when large cotton plantations were abandoned and new development took hold including stores, schools and homes for workers who built roads, bridges and other infrastructure throughout the parish. The post office in Bastrop became a full-time law enforcement agency in 1978 after being established by then-Governor Edwin Edwards as part of his effort to improve police services within the parish while also providing financial assistance to localities which needed it most such as Bastrop which had become one of New Orleans' poorest neighborhoods due to its lack of infrastructure and low population density. In 1984 Senator Huey Long announced plans to demolish much of what he felt was dilapidatedooded Old Central Baptist Church in order to make way for a shopping mall that would be anchored by Sears Roebuck & Co.. Opposition from church members led to successful protests against demolition that resulted in only minor damage done to facilities inside the church while some pews were taken down completely and replaced with store displays (a practice continue today at several older churches across Louisiana). In 1998 Representative William Jefferson made headlines when he sponsored legislation increasing funding available for public education within Livingston Parish which included $5 million for school construction projects statewide including $3 million for Bastrop which would include renovations/updates to both Union High School and East Lake Elementary Schools along with additions/updates at Grove City Middle School; this bill became known as The Jefferson Amendment after then-Governor Bill Clinton signed it into law making it one of four statewide education bills that year.
