Bastrop is a small town in Livingston Parish, Louisiana, United States. The population was 5,827 at the 2010 census. Bastrop has been inhabited by the Caddo people since before European settlement. It was named for General John B. Bastrop, who served as commander of Confederate forces in the area during the American Civil War. The first Europeans to settle in what is now Bastrop were French colonists from La Salle County, Illinois. They arrived in 1698 and built a fort on the banks of the Natchitoches River. The French called their new land "Bastrop." A post office was established at Bastrop on March 26, 1791, and remained in operation until it was discontinued on October 3, 1857. In 1836, James Kenedy founded an orange plantation near present-day Bastrop with his brother Hugh Kenedy. In 1840 James' grandson John Kenedy sold his interest in the plantation to Jno Fenton for $5,000 cash plus 10% of all future production. The town of Bastrop was platted by Fenton on December 12, 1845; it consisted of a few hundred acres (0 hectare) around a courthouse and jail complex that still stands today. During World War II many residents left to fight in Europe or serve in the military because of rationing which began after Japan bombed Pearl Harbor on December 7th 1941(). After V-E Day (Victory over Germany), many people returned home but were not allowed back into their homes until May 1945 when President Franklin D Roosevelt approved Executive Order 9066 which ordered all citizens remaining behind be processed through concentration camps like Mauthausen and Auschwitz instead of being given access to their homes or property (). The town quickly recovered from its wartime devastation but lost much business due to returning veterans and looters alike who took everything they could find - including furniture, TVs (), appliances (), clocks (), doors ()) . In 1951 construction began on Interstate 10 which would run through downtown bastrop; this increased business activity but also caused more problems as automobiles became increasingly popular and there wasn't enough room for them all within downtown limits (). As developers began building large subdivisions outside of city limits things got even worse as traffic congestion became an everyday occurrence (). In 1965 plans were made for interstate highway 10 Business Boulevard which would have taken away most if not all of downtown's commercial district (); however this project never came to fruition because then-Governor Edwin Edwards axed it due to budget constraints (). In 1971 City Council voted 6-1 to rename Downtown Bastrop Airport after Colonel Robert Mapplethorpe USAF (Ret.) who had been killed while serving with Air Mobility Command at RAF Lakenheath early that year () . By 1978 only one businesses remained open inside Downtown limits: Jacksons Pizza (). Downtown Limits closed down entirely January 1st 2009 due to lack of funding (). Today there are no active businesses left within downtown limits other than Jacksons Pizza which has continued operating since then without any government subsidies whatsoever
Bastrop, Louisiana was named for the Bastrop Plantation which was located in the present day town. The plantation was founded by Lieutenant Colonel James D. Bastrop in 1819 and operated until 1865. In 1831, Bastrop married Maria Lousiana Trigg who was from a family of planters in Mobile, Alabama. After his death in 1835, Maria took over the plantation and continued to operate it until her death in 1840. From 1840-1845, Captain John Gadsden bought the Bastrop plantation from Maria's heirs and continued to run it as a slaveholding operation until he too died in 1865.
