In 1819, Alexandrina became part of Jackson Parish when it was erected from sections of St Landry Parish that seceded from Jackson Parish following a decision made by Gov Baker not to extend voting privileges to African Americans within his parishioners who were still living in slavery or free black households (this ordinance applied only to white men). In 1861, Alexandria became capital of Jefferson Parish following Hurricane Andrew which destroyed much of New Orleans including most parts of downtown and white neighborhoods such as Jabotville; thus starting what has been called "the redevelopment period" in Alexandria with deep roots dating back more than 100 years. According to City Manager Rick Smith Sr., many businesses have closed down because there are no customers left after Katrina: "It's tough out here right now" said Rick Smith Sr., City Manager for Alexandria since 2003 According to Business Ownership Survey data released by Mayor Mitch Landrieu in January 2009 just over 60% firms active within city limits have either closed or reduced their hours due to Katrina; however this number could increase as business owners re-evaluate their situation given current economic conditions
