On July 4th, 1872, he arrived at Abbeville and ordered all Negroes present be compelled to leave their homes immediately or face arrest and possible imprisonment; they did so without resistance. During World War II (1939-1945), Abbeville played an important role in the Battle of Grand Gulf; its citizens aided local military commanders by providing food and water to their troops as well as shelter from airstrikes over enemy positions around Mississippian Bayou (the battle's primary target). On November 8th 1944 near dawn local residents watched Allied bombers fly over their heads dropping incendiary bombs on Japanese installations around Grand Gulf; these attacks killed some seventy people and caused extensive damage including several dams that were destroyed overnight. In 1948 following Reconstruction efforts led by President Harry S Truman local officials abandoned plans for incorporation into a new parish while maintaining close ties with Rapides Parish
