The town charter was filed on December 2, 1792 under Chapter XVI of that year’s laws “An act for establishing a new government within this colony” In order to provide for defense against Indian attacks there were plans made for a fortified post at Winchester but nothing ever came to fruition due to financial reasons only one building – an old schoolhouse – still stands today across from downtown (renamed “Old High School”) being used primarily as office space for local officials including citymanager since 2003 when it closed its doors after forty years occupancy). However other early buildings such as churches (the first being erected about 1800), jail/court house (built about 1810), Post Office (1812), Masonic lodge (1824) remain standing including two contributing original cannons from Revolutionary War days which can be seen inside Municipal Court Building today along with many more artifacts from pioneer times such as bottles found at various places throughout downtown which date back over 200 years! In 1819 an act was passed providing for voting privileges for Free African Americans withinKentucky instead of having their ballots counted through white residents who did not have voting rights however Voting Rights Act requirements were not fully implemented until 1840 when new state constitution provided that all citizens over 21 must be registered with county clerk before they could vote! In 1859 Winchester had its own newspaper “The Herald” which ceased publication in 1870 following bankruptcy but some rare items remains such as issue #1 dated January 8th, 1861 printed on single sheet heavy paper measuring 14 1/2 inches wide x 11 3/4 inches long titled "The First Baptist Church sermon preached by Elder Wm Crain" now housed at LouisvilleKY museum! In 1907 rifle manufacturer Colt moved production from HartfordConn., Conn., to what is now Winchester KY sharing facilities with numerous other businesses including car manufacturing company Willys-Overland and chemical company Amalgamated Chemical Company before finally moving operations out entirely in 1963!!
