Winchester was founded in 1796 by Captain John Smith and his wife Judith Day. It became a focus of trade and industry due to its position on the highway between Louisville, Kentucky and Nashville, Tennessee. Winchester's largest employer during the late 1800s was Wabash Paper Company. In 1881, Winchester became part of the new United States Territory of Indian Territory when it was created from parts of Missouri and Arkansas. The town charter was amended in 1892 to allow women to vote. Winchester experienced significant growth during World War I; it produced over 1 million rounds of ammunition for military use alone. During World War II, the city grew even more as a result of production for munitions plants such as Ford Motor Company and Bethlehem Steel Corporation. However, following the war Winchester continued to decline until becoming a small agricultural community again by the early 21st century.

The first Europeans to arrive in what is now Knox County were French traders and missionaries who arrived in 1699-1700 led by Frédéric Joliet de La Salle with forty-six men including twenty-one Native Americans and six Frenchmen named Racine, L’Enfant Jesus Christe (Jesus Christ), Marquis de Lafayette (Lafayette), Blaise Pascal (Pascal) and Pierre Bougainville (Bougainville). FNRA Today’s Main Street marker commemorates this early era with a plaque that reads: “Herein began American settlement near what would become Knox County – November 15th 1800” The first settler hereabouts may have been smallpox [vaccine] victim James Wilkinson who built his cabin on present day Main Street just south of where US 58 crossed into Indian Territory back then called East Tennessee territory
