The first mayor was John Jarratt and the first clerk was William Higginson. From its inception until the 1870s, St. Matthews functioned as an agricultural center with rice production accounting for much of its economicactivity . During this time period also occurred some important civic landmarks such as the erection of the local courthouse (1850), initial construction of the first schoolhouse (1851), and completion of Streetsville Avenue (1860). The postbellum years were difficult for STL because many factors led to rapid rural migration: increasing prices for slave labor during Reconstruction; lack of access to capital during Prohibition; accelerated manufacturing in eastern Kentucky after World War I; increased electrification playing havoc with agriculture following World War II; industrialization throughout most southern Kentucky that undercut local employment opportunities; depressed commodity prices which forced businesses owners to close their doors during hard times while jobs continued to be created in other industries ;and lastly population growth that outpaced economic development
The first Presbyterian church in St. Matthews, Kentucky was organized in 1812. The present building was built in 1846 and is the third largest Presbyterian church in Kentucky.
