The history of Shively, Kentucky is one full of Violence and Mayhem. The town was founded in 1853 by two cowboys, John Wesley Shively and James W. Schultz. The first residents of the town were farmers who grew corn, wheat, and other crops. However, the violence that characterized the early days of Shively only increased when whiskey began to flow freely through the community. Shively quickly became a rough-and-tumble frontier town where men fought for power and control over their neighborhoods and businesses. It didn't take long for these violent gangs to turn on each other, devastating both innocent bystanders and local businesses. In 1881, Shively was known as "the place where bloodthirsty outlaws roamed." However, things started to change in 1911 when Sheriff William Jobe arrived in the small town. Jobe was a successful lawman who had worked his way up from being a deputy in DeKalb County. He soon made an impact on Shively by creating new policing practices which led to a drastic decrease in crime rates. In 1920, Jobe ordered the closure of all but one business in downtown Shivel because he felt that it was promoting prostitution within the community. This move has often been described as one of the most effective arrests ever made in rural America at that time. Nowadays, there is still some violence present within the community but it is much less frequent than it used to be. In fact, recent studies have shown that crime rates are actually down in Shivel since Jobe's reforms occurred!
