However, within two decades its population again increased when a wagon road was built from downtown Shelbyville all the way upriver to Kirksville which opened up more acreage for farming and commerce in what was then an isolated rural area. In 1860, Shelbyville became part of Paducah County when it was split off from Whitley County due to growing concerns over immigration into what were then predominantly Presbyterian counties by Catholics based in Baltimore City (then known as New York City). In 1870, Shelbyville experienced another growth spurt when Johnnie Jones built a sawmill on Beaver Creek which quickly became one of the most important economic engines driving local development throughout much of Eastern Kentucky at that time thanks largely to its continued production despite numerous interruptions (due both natural disasters like floods or fires) between 1850 and 1930s; some estimates place Jones’ mill’s production at over 2 million items annually!
