On May 3rd 1992 Hampton Roads Federal Credit Union located at 711 S Broadwalk opened operations followed several months later on July 4th 1992 by First National Bank (now ING) having merged with Citizens State Bank which had been founded two years earlier in 1980s prior theretowithING becoming one bank among many others acquired during the late 1980s real estate market crash resulting in numerous bankruptcies especially around downtown areas near shopping malls or suburban developments ; First NationalBank continued functioning until August 8th 1998 when it filed for Chapter 11 bankruptcy protection after failed attempts at revival during early 1999 by President Clinton's administration seeking relief against increasing deficits occasioned by sharply higher interest rates linked directly thereto
