After the war ended in 1865, Paducah returned to civilian rule under an administration headed by James Kappler until it became part of The Commonwealth of Kentucky again in 1897 when that state merged with Indiana Territory into The United States Department of Commerce and Labor under President William McKinley. Its citizens voted on November 3rd, 1902 to secede from Indiana Territory because they felt their rights were being violated by Indiana's new government-within-a-state structure which made them second-class citizens without any say in how their territory was run or what laws applied thereto despite owning all but one square mile (0 km²) thereof since its creation fifteen years earlier as a result of a merger between two adjacent territories).
