After the war ended, most residents resumed their normal activities and construction began on various projects such as a courthouse and schoolhouse. In 1881, Isaac Newton Phelps donated land to be used for a public square in which Owensboro would be founded as its own townspeople selected one of eight finalists for this designation from among six towns across Kentucky vying for the honor of being America's newest city. In 1898, voters approved incorporation of Owensboro into Jefferson County after two years of discussion by county commissioners and a special election held on November 3rd . The first mayor was Wm Hargrave (1898-1901). It wasn't until 1907 that John Saylor opened his grocery store on Main Street which became one of downtown Owensborough’s largest employers for many years until it closed down in 2006 due to competition from Walmart
