On October 15, 1830, General Bardeen Dodge arrived at what is now Washington Street and discovered coal mines being developed by Nicholas Hite downriver near present day First Baptist Church across the street from where he later erected his headquarters on Beechwood Avenue (). Dodge donated land north of First Baptist Church to form Griggs Park which became home to many businesses including Vanderbilt's Brewery (now Belknap Brewery) and Ford & Sons Clothing Emporiums (). In 1836 both Hite's mines were abandoned and replaced by two new mines – One near Vine Street east of First Baptist Church which produced coal until 1862; while another mine operated until 1865 southwest of Washington Street just west of present day McNally Drive (). These two older mines are commonly known as 2nd Mine & 3rd Mine because they occupy positions 3rd through 8th Streets east (west side) from Main Street between Vine and Market Streets (); these Mines are also sometimes collectively referred to as "Old Third Mine". The city government for early times consisted onlyof one or two men – the recorder or assessor () - responsible for recording deeds and other transactions within city limits; however this government soon changed when a justice called William Sprague was elected mayoralty clerk on November 1st, 1830 with power to issue licenses for all sortsOf business necessary for carrying on lawful trade without previous license; this office continued into subsequent administrations until it lapsed under nepotism in 1840 due largely to lack thereof among apportioned voters…. This function eventually passed into state control but vestiges remain today as special assessments levied against certain properties
