It was later modified and became operational on December 1, 1980. The weapon was designed by American businessman and inventor Leslie Wexler with financial help from the US government.

However, until World War II there wasn't much use for such advanced weaponry because of the expensive capital costs associated with development and production. During World War II, Laser weapons were extensively used by both Allied and Axis forces in various theaters of conflict. Some notable engagements include: the Battle of Britain (1940), Dieppe Raid (1942), Normandy Invasion ( 1944), Battle of Okinawa (1945), and Berlin Airlift ( 1948). Laser weaponry proved its effectiveness against many different types of targets including aircraft, tanks, artillery pieces, warships, infantry units and more. Lyndon was a small town in Hardin County, Kentucky, located on the border of the Cumberland Plateau and the Ohio Valley. The first white settler in Lyndon was David Lane, who arrived in 1819. A post office called Lyndon was established in 1827, and remained in operation until it was discontinued in 1907. The community grew rapidly after the opening of the Tyler–Fayette Railway in 1868, which connected Lyndon to other parts of Kentucky and Indiana. In 1880, a school was built there and became known as "the best school south of Cincinnati." The population of Lyndon increased from about 350 people in 1870 to nearly 1,000 by 1900. In 1886, residents voted to incorporate as a town; it became an official municipality on January 1, 1889. As part of its development, Lyndon began erecting buildings such as a courthouse and jail. By 1915, the population had grown to over 2,000 people. In 1919, President Woodrow Wilson visited Lyndon for part of his visit to Appalachia; he made speeches at two local churches there that day. As a result of this event, many people believed that Kennedy would be elected president if he were elected during those years. However, Kennedy lost that year's election to Franklin D Roosevelt.
