In Louisville, Kentucky, the first firearms were used in a gunfight on December 15th, 1849. The fight took place between two groups of soldiers and was fought using frontier rifles. On July 10th, 1871, the first law enforcement officer in Louisville was hired when Captain John Bendix hired James C. Hines to patrol the city limits. On October 9th of that year, Mayor John J. street appointed WmE Henson as police captain and Director of Public Safety. In 1886 Mayor James Kiefer established an office called "Police Department" which housed all police officers within the city limits. In 1907 City Council adopted resolutions establishing afirearm licensing board and ordinance making it a crime for any person to possess any firearm without having a license from the board. In 1915 Louisville became one of thirty-six cities in America granted Municipal Home Rule by Governor Al Smith with the goal of better coordination of services among its municipalities within state government

Louisville, Kentucky is a city in the Commonwealth of Kentucky and the capital of the Louisville metropolitan area. It was founded in 1792 by Colonel James Craig and named for King George Washington. In 1793, General James Wilkinson and his army invaded Kentucky from the north. After a three-month campaign, Wilkinson's forces reached Lexington on July 15. The following day, he erected a Fort George on the east side of the Allegany River. On July 16, he ordered Colonel John Marshall to erect a new Fort Donelson on the west side of the river. The British attacked both forts on July 22, but were repulsed with heavy losses. They withdrew to their original positions near Louisville. A force under Lieutenant Colonel Anthony Wayne relieved Wilkinson's army at Fort Donelson on July 25. On August 24, General William Clark arrived in Kentucky with an army commanded by Major General Hardee to support General James Wilkinson's expedition against British forces in central Kentucky. Clark divided his force into two columns and began moving downstream toward Lexington and Donelsonville. After reaching Lexington on September 2, he reported that no British troops were present in central Kentucky and decided not to pursue Walker's army farther downriver. Clark then moved upstream towards Louisville where he met up with Major General Nathanael Greene's army at Greeneville on September 4. After skirmishing for some time, both armies marched south towards Louisville where they conferred together about what should be done next. It was decided that Greene would march northward towards Nashville while Clark continued south to meet up with him there later that year. Aftermath of Battle of Clarksville:
