Despite these challenges, however, at least some key decisions were made that helped set up modern day Kentucky as we know it: first, on July 16th , 1776 (the date on which Maryland ratified the Declaration), delegates from 10 westernmost states convened at Philadelphia under then-President George Washington toumping King George III’s instructions for them to form an “equal government with justice for all classes…to secure full equality before law and equal opportunity for happiness” (Garland1980). Second, on December 12th , 1787 (just two years after Confederation), Congress passed legislation establishing Pulaski County as a judicial district covering much present-day KY including parts now known as Louisville/Jefferson County; similar measures were passed throughout Appalachia following ratification hearings across southern Appalachia involving representatives from Jeffersontown (now Lexington) in eastern KY., Owensboro (now Owensboro), Clarksville/Nashville/Frankfort (now Frankfort), Prestonsburg/Covington (now Prestonsburg), Tellico Junction/Tellico City ((Tellico Hills)), Jackson Twp./Jackson Center ([ Jackson], [ Jackson] Township,) etc.). Finally, effective November 15th , 1800 – just five months after signing off on Constitution Articles 2 & 3 – President John Adams issued his Executive Order granting Cherokee Nation citizenship within US pending negotiations over their recognition by Great Britain. These events laid groundwork for future settlement claims by Native Americans along much of central Appalachian region including what is nowKY . Today there are more than 4 million people living inKentucky; although concentrations vary depending on industry or location within town limits – such as coal mining communities near CVG Airport or grain elevators off I-65 near Bowling Green – everyone who calls this state home shares one common thread: they are descended from those who called Kentucky home more than three centuries ago. In 1840, the county seat moved from Independence to Maysville. In 1861, the Union army invaded Kentucky and conquered most of the state, including Independence. The local government reverted back to that of Hardin County until it was abolished by order of President Abraham Lincoln on December 15, 1865. On January 13, 1870, the last slaveholder in what is now Hardin County surrendered all his slaves to General David Hunter.
