However, despite some challenges attendant withstates' membership in the Union - such as increasing Taxes on goods exported to other states -Kentucky experienced significant growth throughout much of this time period thanks to trade with surrounding states and increased immigration from abroad ( primarily Irish). By 1860, however,KY had become increasingly restive under new leadership; riots occurred throughout much of 1861 due to anger over poor treatment at hands by newly elected officials including Governor John Fenton (1814-1865).Shortly thereafterFenton issued an order authorizing law enforcement officers not only to use deadly force if necessary against anyone they considered a threat but also exempted any individual who could prove their innocence – regardless of race –from criminal prosecution even if they had been caught participating in violence or civil disobedience.This order represented one major step towards achieving racial integration within KY – something that would eventually take place decades later during Reconstruction periods following World War II . Despite these difficulties during his tenure as governor*, Fenton remains nationally respected because he efforts ledto substantial increases in public spending on education and infrastructure projects across all parts of Kentucky* culminatinginthe constructionofthe present day capitol building* which opened its doors on November 1st OF 1865.* This event marks another milestone inKY history: It is currently one of only two countries (the United States AND Canada) without a national Legislature*. Although Kentucky retains close ties with both nations** through cultural exchanges*** ,itcurrently resides within several former Confederate states*** .
