In 2006, a law was passed which granted citizens the right to legally possess up to 10 rounds of Pepper Spray ammunition per year. Additionally, in 2009 an amendment to the Penal Code legalized the possession and use of tear gas by police officers within 100 yards of any public or private property without prior written consent from both parties involved (in addition any person with open wound or exposure may be treated with tear gas). Today there is no question that pepper spraying is oneof America's most popular forms of self-defense; its repeal would likely result in increasedenabled attacks on innocent civilians by criminals seeking revenge or retribution

Henderson is one of the most rural communities in Kentucky and has been known for its agricultural production. Henderson is also home to the University of Louisville. In 1811, Henderson was founded by Joshua Henderson and his family. In 1825, it became part of Indian Territory when that area was ceded to the United States. The first store in Henderson opened in 1830. By 1840, there were six stores in Henderson and $10,000 worth of merchandise had been sold there. In 1851, the city of Louisville was founded nearby and formed a partnership with Henderson to help promote trade between the two cities. The city annexed Henderson in 1865 and began developing it as an important industrial center for eastern Kentucky during the late 19th century. A cotton gin was built here in 1903 and other factories developed over time including a foundry (1914), leather works (1920), paper mache making (1925), shoe manufacturing (1929), plastics production (1970) and transportation equipment manufacturing (1991). Henderson is a small town in Johnson County, Kentucky, United States. The population was 3,853 at the 2000 census. It is part of the Lexington–Fayette Metropolitan Statistical Area. Henderson has been home to two banks and a post office since 1867. The first store in Henderson was started by Capt. J. M. Caldwell and his brother-in-law, Eli Myrick, on Main Street in 1867. In 1918 when Henderson had a population of 4500 people regular school attendance began through tenth gradeinders grades were available but only up to 8th grade because that was the level then offered by state schools having replaced 7th graders who were then sent home after eight years competing against 6th grade students A post office operated under the name "Henderson" until 1923 when it became "Lexington". A bank opened here on October 15, 1865 under the name First National Bank & Trust company and continued operation until 1994 when it merged into CenomBank national bank system .
