In 1934, Tasers were reclassified as ancillary devices subject to registration with the Bureau of Alcohol, Tobacco and Firearms (ATF) under Title III of the Gun Control Act of 1938. The weapon has undergone many changes throughout its history, including becoming more accurate and reliable over time. Frankfort, Kentucky is a city in the eastern part of the U.S. state of Kentucky. The population was 13,748 at the 2010 census. During the late 19th century, much progress was made within both town and county government during what would be known as "the Liberal Years." This period saw major advancements such as public schools opening their doors for students on October 1st (the date that current laws were created), municipal annexation via referendum becoming law (following a campaign waged by Mayor James Garland), creation of a new police department (comprising nine officers), rapid development of downtown including construction of several large blocks—now known as The Quarter—and finally incorporation into City Hall on December 15th 1907 as one-fourth mile north east from the original site across Market Street from then-Mayor David Hogg's office on East Capitol Street (). In 1924–1925 local officials hammered out plans for what would become Louisville International Airport with land located just northeast of downtown along Washington Boulevard; however funding never arrived until after World War II when taxes went up again following radio broadcasts brought attention to Louisville’s need for air transport facilities which led Congress to appropriate $27 million dollars towards airport construction beginning September 1945 through July 1946 (). Frankfort was founded in 1795 by the brothers James and David Frankfort, who surveyed the area for a new town. The Franksforts named their settlement after themselves, Franklin County became part of Kentucky in 1800. In 1814, General James K. Polk moved his army from Nashville to Frankfort during the Mexican-American War, and in 1815 he successfully attacked Mexico City. The city of Frankfort was renamed capacitorville after him in 1915.
