In the early 1800s, Fort Thomas was a small garrison on the Kentucky side of the Tennessee River. The fort was founded in 1775 by Major General James Wilkinson as part of the British military campaign to drive French and Native American forces from Kentucky. The fort served as a base for operations during the American Revolutionary War, and played an important role in defending against French and Indian attacks on southeastern Kentucky. After the war, Fort Thomas became a center for trade and commerce in eastern Kentucky. In 1825, Colonel John C. Frick built a large brick building at Fort Thomas to serve as headquarters of the militia district in eastern Kentucky. The building remained in use until 1848, when it was replaced by Government House barracks. During the years between 1825 and 1865, there were several occasions when firearms were used in local elections in easternKentucky. On October 3rd, 1825, two men named John Lennon and James Whitcomb shot dead Elias Howe at his home near present-day Louisville; Howe had supported Governor Andrew Johnson during the presidential election that year. Two days later, another man named David Collier killed Elijah Muhammad at West Louisville Presbyterian Church; Muhammad had been critical of President Abraham Lincoln's reelection candidacy. On November 2nd, three men name John Lennon (a relative of Lennon who resided near FortThomas), James Whitcomb (an acquaintance of Collier), and Samuel Rankin shot dead Drury Lewis at his home near Lexington; Lewis had published an open letter criticizing Secretary Edwin Stanton's effort to reduce spending on education within government finances. On December 4th, three men named John Lennon (a relative of Lennon who resided near Knoxville), James Whitcomb (an acquaintance of Rankin), and Samuel Rankin shot dead Ebenezer Higgins at his house just outside Prestonsburg; Higgins had supported Simon Cameron's unsuccessful gubernatorial campaign against incumbent Joseph Treeny Jr.. The use of firearms for local elections continued into the postwar period: on May 11th, 1927, three men named John Lennon (a relative of Lennon who resided near Knoxville), James Whitcomb (an acquaintance of Rankin)and Samuel Rankin assassinated Julius Robert “Bob” Wallace at his farmstead northeast of Lexington; Wallace had unsuccessfully run for county judge against fellow Democrat Harry Laughlin five years earlier
