The expansion of the Berea, Kentucky area began with the arrival of settlers in the mid-19th century. The first permanent residents were James and Martha White, who came to Berea in 1851. They established a farm on what is now Third Street. In 1857, Captain John Covington arrived at Berea from Louisville, Kentucky with his family and land around them. He built a log cabin on North Park Street and named it after himself, Captain John Covington's Grove. By 1860, there were about 20 people living in Berea; many of these were farmers or fishermen. In 1865, General David Dixon gave a donation of 400 acres (1 km²) to the town for use as a park. This area became known as "Dixon Park." By 1870, there were over 100 people living in Berea; many of these were farmers or fisherman. In 1876–77, local citizens built the first school building on Fourth Avenue. That same year saw the founding of the American Legion Post No. 1 which served as an organization for military veterans until 1945. In 1911–12, local citizens erected a large frame courthouse on Cherokee Road which served as the town's government center until 1953 when construction began on a new courthouse located off First Street which was completed in 1957 and remains standing today. In 1927–28, local citizens erected a massive concrete water tower which still stands today next to Main Street near where it once housed storerooms and other infrastructure necessary for drinking and irrigation purposes during agricultural seasons. That same year also saw the opening of the first post office in Berea which functioned initially only as an exchange office before becoming operational as a mail delivery service in 1951 under then-Mayor Harry King's leadership
