Ashland is a small town in Harlan County, Kentucky, United States. The population was 3,869 at the 2010 census. It is the county seat of Harlan County and the home of the Ashland University campus. The first people to live in what is now Ashland were the Shawnee Indians. They hunted and gathered in the area for many years before moving on to new land. In 1785, James Ketchum founded a ferry terminal on the Ohio River near present day Louisville, Kentucky. He named his business after his hometown of Ashtalla, Alabama. In 1802, John Anderson laid out a township on property that now includes parts of Ashland and portions of Hardin and Monongalia Counties east of Louisville. The first post office was established in this township on July 1, 1802. The name given to this post office was "Andersonville". In 1806, General Andrew Jackson appointed Major General John Fenton as commander of all military forces within Harlan County under Jackson's command during the War for Independence. This created much excitement throughout Eastern Kentucky because it set an example for future military commanders such as Jackson himself who would rule with an iron fist without any regard for civilian authority or lawlessness. Ashland Township was organized on December 5, 1810 by act of Congress under Act No 11of1810 which created numerous townships throughout Kentucky including Ashland Township which extended from Hancock Street south to Park Avenue (now Broadway). As more and more people migrated into Harlan County over time most likely due to opportunities available here like cheap land or easy access to transportation there arose soon enough demand for housing nearby so developers started building homes not just around town but also outside downtown where possible since there weren't any restrictions placed upon them at that time zoning laws being what they are today didn't exist back then unlike today where lots are sold individually with no possibility for re-zoning ever again!
