In 1815, Ashland was founded by John Ash and John Cook as a small settlement on the Scioto River. A second school opened in 1830 by Drury Lewis. By 1840, all schools were destroyed by fire; however, two more openings were made to continue instruction until 1800 when all schools were closed because of financial troubles. In 1845, local farmers began to use canals to transport water from the Scioto River into town which contributed greatly to growth and prosperity throughout the early 19th century. Between 1865-1868 construction took place on what would become known as "the great road", which connected Indianapolis with Louisville and Nashville across Kentucky mountains; this created new opportunities for businesses and people throughout the area including Ashland which became one of the most prosperous cities in America during this time period. During World War I much development took place within town due to increased production of munitions such as artillery shells and planes; many industrial plants were built including one that produced locomotives for US war efforts (this plant later became part of General Motors). A new courthouse was constructed in 1923 which served as both courtrooms for Warren County until 1965 when they moved into their current building located off Main Street east of downtownAshland after years of discussion between townspeople and county officials about where they should go/. The old courthouse still stands vacant today (it has been used as a storage facility). One other significant development occurred during this time period which was when architect George Carlin designed what would be called "the world's first concrete skyscraper" – now known as locally known as "The Cathedral". This tower stood tall above downtowns main street until it collapsed following heavy rainstorms in 1974
