The Winfield Rifle and Pistol Club was formed in 1892. At that time, it was the only shooting club in the area. The rifle club started meeting on the first floor of the old schoolhouse. In 1906, they moved to their current location on Third Street. They continue to meet there today and have been doing so for over 100 years! In 1892, two brothers named Withers founded a gun store in Winfield and resolved to hold meets at their store in order to keep track of all who were shooting guns and having fun. The first official meeting of the Winfield Rifle & Pistol Club was held on December 3rd, 1892. It is interesting to note that this club had no dues or fees; it operated purely on social occasions! At its inaugural meeting, the club adopted a constitution which provided: “That members be given every assistance possible in organizing meetings as well as attending them; that no one be allowed to attend any meeting without express written consent from all present; that each member pay his own expenses; and that future meetings be called by special notice” It should be noted that this early club did not have effective hearing protection measures such as ear defenders at its meetings! However, some members did start wearing hearing protectors during these early days. After his inauguration in 2001, President George W Bush signed S 936 into law as HPA II effective January 1st 2003 which amended Title 26 USC § 1229(a) now permitting all firearm dealers including importers to sell handgun shot shields directly to consumers without waiting sixty days following notification from the Department Of Justice pursuant to 21 CFR part 255 This new law was primarily motivated by concerns about child endangerment associated with handguns discharged within close proximity thereof either while children were playing outside or while they attended school . By making these sales prohibitions mandatory it will hopefully prevent these accidents from happening in the first place!
