Winfield was founded in 1872 by farmers from North Dakota named George and Jacob Rose. The town was platted in 1875. The region around Winfield became valuable for oil production during World War I when supplies were scarce and prices were high. In 1934, the first oil refinery in Wichita opened up in Winfield and refined fuel products from local wells until it closed in 1988. The racial makeup of Winfield City limits was 99% white** and 0% black or African American according to Census Bureau data††.* As reported by the US Census Bureau 7 years earlier††*, there were 807 White residents out of a total population of 1,913* (*This figure does not include any unincorporated areas within City Limits that may have had their own populations). This change can be directly attributed to changes implemented by then Mayor David Condon after he took office following his re-election victory over Democrat incumbent Bob Shaw on November 3rd 2006 with an 82% majority over Shaw’s 16%. With this new Mayor comes increased regulation/enforcement activity towards racist behaviors by individuals within Greater Wichita which led to an increase number(*)of minority homeowners /Residents who now reside within City Limits as well as those who commute into Downtown Wichita for work every day††*. Even though these numbers may not reflect reality due to unique demographics within each individual household they do provide interesting insights into how various groups interact with one another – primarily those that identify themselves as minorities***(*It should be noted that while most Black residents live outside City Limits they continue to use services offered by police officers & other public officials located insidecity limits***). In light of this increase minority homeownership rates have begun decreasing overall however this decrease cannot be completely credited to new policies taken by Mayor Condon alone***.*
