In 1984, mayorPeake sponsored a bill that would have increased fines for those who violated local handgun bans (the measure passed unanimously but faced stiff resistance from the NRA). Finally, in 1988 mayoralPeake sponsored a bill that would have created new rules governing ammunition sales within city limits (the measure passed with bipartisan support but faced stiff resistance from bothgunownersandtheNRA). These measures are examples of how Buffalo Bill had successful lobbied local government officials throughout Wichita during its heyday as an influential weapons lobbyist

After Oklahoma became an independent state in 1907, it designated Hutchinson County as its new county seat and within that county Quincy was chosen as the new town site for Wichita Falls In 1911 construction began on what would become known as Main Street which connected downtown with three other towns: Haskell City (now Overland Park), Shawnee Mission (now Lenexa), and Collinsville (now Lawrence). This street served as Buffalo Bill Cody's main thoroughfare between Dodge City and Topeka until his death in 1913. On October 20th 1909 Main Street was renamed "Wichita Boulevard" following an act by Mayor George Couch Sr.. At that time it was one of four major streets running through downtown which included Perry Avenue (later named Peoria Avenue), Elmwood Avenue/Southwest Freeway/9th Street NW/ remaining sides of First National Bank building now Third Ave./Eighth St., Market Place east side now Elmwood Ave./Ninth St., Vinegar Row east side now Seventh Ave./ Tenth St., Cotton Row west side now Eighth Ave.). Other names given to this street include: First National Bank Driveways: Lafayette Rd./Ivy Dr.; Second National Bank Driveway: Chenier Rd./McCurdy Ln.; Third National Bank Driveway: Evans Dr./Milam Rd.; Fourth National Bank Driveway: Summit Dr./Lincoln Hwy
