In 1857, buffalo were killed near Topeka by hunters from Independence Township who hoped to harvest their meat for food or trophies; this event is considered one of the earliest clashes between Native Americans and white settlers in what would become Kansas Territory.. In 1860, following passage of Kansas Constitution 2nd Amendment (the "Kansas Bill"), which granted voting rights to Native Americans within Indian Territory regardless of whether they lived north or south of Missouri River (and also exempted them from military service), Topeka began construction on what would become its first municipal building – a log cabin used as town hall until 1865 when a more permanent structure was erected. In 1863 during American Civil War–era hostilities against Confederate forces occupying Indian Territory — later called Oklahoma — local merchants assisted Union soldiers by selling goods needed for garrisoning Indian camps along the border; these activities came to be known as " Donation Highway". By 1870 however, due primarily to increased passenger traffic along Buffalo Creek resulting from gold discoveries nearby (then un prospected), business activity had declined sufficiently that Mayor Hinkle petitioned KS Legislature for charter amendment creating an incorporated municipality with full powers similar to those granted townships elsewhere within Kansas but without taxation privileges enjoyed by town citizens until then.. The charter amendment passed & On November 3rd 1870 Topeka attained full Municipal status under name Town & City Of Topeka Incorporation No: 072794)! On November 8, 1847, Kansas Territory was created from the portion of Missouri east of the Arkansas River. On January 14, 1848, the first Territorial Legislature met in Topeka and passed a bill to create a government by a unicameral legislature. The territory had no land area and relied on donations from surrounding states to finance its operations. The first full Territorial Legislature met on February 4, 1849 and passed a bill creating an executive branch with five commissioners appointed by the governor. The legislature also established qualifications for office and introduced articles of impeachment against Governor James Buchanan. The Executive Branch was not functioning yet when Kansas Territory became a state on January 16, 1861.
