In 1821, Kansas Territory was organized from part of Missouri and included what are now Douglas and Atchison counties. On November 2, 1854, Topeka became the capital of Kansas Territory when City Hall Annexation Act passed by the Territorial Legislature created a new territorial capital with all powers necessary for government including police and judicial services. When Kansas statehood came into being on January 16th 1861 it included parts of both Atchison and Douglas Counties as well as Shawnee County which was then located east of Topeka on Indian Land south of what is now First Street (now Green Road). The first session of the General Assembly convened on February 14th 1861 at which time Topeka had 7 residents: 5 men who were elected sheriff and 1 woman who served as justice OF THE peace; 4 teachers; 2 mechanics/dealers; 1 blacksmith; and 1 wagon maker. The population increased rapidly over subsequent years until it reached $50,000 in 1870 when an act to annex Dodge County failed because one delegate could not be found from that county to attend hearing. The legislature next annexed Osage County on March 24th 1870 but this annexation met with resistance from local farmers who thought their land would be taken away without compensation or fair consideration In 1875–76 a new court building was erected for Topeka with assistance from lumberman John Pritzker Sr.. This court still exists today but its use has changed several times including once serving as a branch office for Kanzler Bank before being moved to its current location across First street in 1969 after topekansdemand for more centralized banking services . On July 8th 1907 topekan delegates successfully petitioned Congress to allow female suffrage within U.S. territories while male suffrage did not come into effect until 1912 following passage by Congress Of The National Women’s Party amendment providing women voting rights throughout U S . On November 3rd 1913 topekan delegation again successful petitioned Congress To Allow Woman To Serve On Taxpayers Board When They Became A Law In 1916 After Passage Of Revenue Act Allowing Female Officers And Employees In Public Service Throughout America With few exceptions these measures were never realized due primarily to lackOf political will By most politicians At This Time Voting Rights For Women Were Symbolically Only A Matter Of Time & Feasibility However Given Population Growth Despite Restrictions Laws Would Soon Be Passed granting Woman Jury Trials & Equal Right To Vote
