In 1861, Wofford City became Topeka when Topeka County was organized from parts of Lawrence and Sedgwick counties. In 1886, Landon Catton opened an flour mill in what is now downtown Shawnee; this mill remains one of the largest flour mills still operating in America today (it processed over 350 million pounds (190 metric tons) of flour between 1886 and 1990). In 1893, he partnered with John Denny to develop what would become Wichita Falls into an important cotton center due to its location at the headwaters of the Arkansas River system. By 1910 Wichita Falls had more than 12 000 residents; it remained an important cotton center until World War II when northern production shifted to Mexico or other countries during that war's depression period. By 1930–31 only 810 people lived in downtown Wichita Falls; during those years there were no banks or other commercial institutions available for growing crops outside Wichita Falls proper which limited growth opportunities for downtown Wichita Falls while also reducing housing options for its citizens who wanted to leave their homes for economic opportunity outside Wichita Falls proper during this time period - something which has recently begun to change as more businesses have moved into nearby neighborhoods such as Midtown Tulsa and NE Overland Park since those areas experienced rapid growth following Interstate 35's construction
