A group of men from Topeka founded the town of Topeka on the east side of the Arkansas River in 1821. They named their town after General David Dixon's Headquarters at Fort Leavenworth on the west bank of the river. In 1834, an act was passed by Congress that provided for arming each householder with one rifle and five shots per day for self-defense against Indians or other enemies within three miles (5 km) of his house. This law was repealed by President Jackson in 1838 because it was felt that rifles would not be used effectively against smallpox-carrying mosquitoes instead of hostileIndians In1839, Captain Elisha Goodrich moved his family to what is now Shawnee and started shooting buffalo off a bluff near present day Fourth Street just north of Keystone Avenue. Many African Americans moved into northeast Kansas towns such as Hutchinson and Topeka while others left for rural areas west of Wichita because they could not find work on offer back East (see “The Great Migration”). However, many African American farmers did stay behind because they found fertile farmland within easy reach given prevailing weather conditions at that time (see “Farming History: A Timeline”). By 1915, there were still no schools or businesses in ShawnEE – only a few homes with some commerce being conducted through local merchants selling goods made locally like soap or eggs subsidized by government programs like food stamps . In 1927-1928, heavy rains caused water levels to rise so high along both sides of I-70 du jour which blocked all traffic including automobiles; this caused extensive damage resulting in loss of life & property; this event is known as The Rock Creek Flood In 1932–1933 a group led by Drayton Wiegand purchased 1 acre near present day downtown for $5 per acre from Mrs Lillian Weiser; this site served as home ground for Wiegand’s football team which played their home games at North High School until 1943 when they moved into what is now Municipal Stadium In 1934– 1935 a group led by Drayton Wiegand bought 3 acres adjacent to Municipal Stadium for $10 per acre from Mrs Lillian Weiser; this site served as home ground for Wiegand’s baseball team which played their home games at Municipal Stadium until 1945 when they moved into what is now FirstEnergy Park In 1937– 1938 Drayton Wiegand donated 6 acres adjacent to Municipal Stadium for $15 per acre from Mr James Hayshaw; this site served as home ground for Wiegand’s hockey team which played their home games at Municipal Stadium until 1951 when they moved into what is now State Fair Park In 1947– 1948 Drayton Wiegand donated 4 additional acres adjacent to Municipal Stadium near present day intersection with 21st Street NE for $25 peracre; this site served as home ground for basketball teams which played their home games at Municipal stadium until 1955 when they relocated across I-70 dually onto 22ndStreet NE ; also here football teams practiced during off season before moving back outdoors onto municipal stadium field starting 1954 Although city hall has been located inside FirstEnergy Park since 1987 it used to be located on 21st Street Northeast between Elmwood Drive & State Fair Boulevard before that . According to city records dating back To 1921 documents show that Mayor J C Rucker proposed building a civic center on 12th street south side facing northwest just eastof Main Avenue but no action took place development continued primarily through private donations however public works department started providing services circa 1922 new building erected 1913 fronting NW corner lot formerly owned by P B Yeates
