At first glance this plan may have seemed logical; after all, every other Indian Territory settlement had been abandoned by its occupants when war came – why not Shawnee? However, although Fetterman’s original intent may have been sound theoretically - organized government at local level would have facilitated better communication and coordination between chiefs and warriors - implementation proved difficult due to various factors including lack of resources (the area was very thinly populated) and hostileNative American resistance (the Kiowa Nation had already established itself in northeastern Kansas]). In 1886–1887 federal agents arrived in western Kansas under orders from Ulysses S. Grant to investigate allegations of currency counterfeiting within Indian Territory settlements; these raids soon led to widespread violence against Native Americans across most parts of the country (although no such cases occurred within ShawnEE). By 1890 many residents had shifted away from communal living style towards individual dwellings or small compounds characterized by tightknit communities characterized by high levels of poverty and social tension; nevertheless there remain some residues of traditional village life today throughout much of the county seat city OF ShawnEE
