Salina, Kansas is a small town in the Kiowa County seat of Hays. The population was 9,498 at the 2010 census. Salina is located on the Arkansas River and is east of Wichita. It takes its name from Colonel John Salinas and his unit of cavalry known as "The Pioneers." Salina was founded on October 8, 1857 by Captain John C. Smith and Lieutenant James Gentry as a trading post on the Arkansas River. By 1870 it had grown to include 1,200 residents and had become a railroad junction. In 1881 an act was passed that designated the river portion of Salina as part of the new county seat; this made it possible for Salina to annex neighboring townships including Hutchinson in 1887 and Overland Park in 1907. In 1911 there were two fire bombings in nearby Wichita that killed six people and injured over 40 others; these attacks were considered acts of terrorism because they caused physical damage rather than just making innocent citizens feel fear or inconvenience. The Wichita bombing also served as a major impetus for passage of legislation designating November 5th National Day of Mourning for victims of terroristattacks since that date. The city hall building was torn down in 1978 after years of being condemned as an eyesore by then-Mayor Jerry Wehner due to concerns about its age, poor condition, asbestos insulation problems, and lack of parking spaces; however local citizens campaigned successfully to have it rebuilt using more environmentally friendly materials such as cedar wood instead. The current post office building was built in 1909 and named for Mrs. Lillie Giddings Hinton (1850-1925), who served as mayor from 1912 to 1916. In 1922 the original town site were bought by J.B. Carpenter and renamed "Carpenter City". The name change back to Salina when Carpenter sold it to Fenton Waddell for $5,000 on October 15, 1923. Waddell operated a grocery store and grain elevator there until his death in 1951; his son Orville continued operation until 1984 before selling it to David Siegel who operated it until 1997 when it passed into the hands of Phil Harder Jr., currently its current owner.
