The area now comprising Overland Park was first settled in 1854 as part of Leavenworth Township. In 1907, Topeka annexed Overland Park after it had been selected as one of nineteen new cities and towns created pursuant to the Territorial Legislature's Act 3rd Leg., chaptered On November 5th (1887), which granted all Jackson County citizens voting rights on November 8th (the day before statehood). This act also provided Forman Fenton with 7 square miles (14 km²) bordering Topeka eastward along Cache Creek watershed – including much of central Topeka – plus parts now lying within Johnson Countywestward to its intersection with Kankakee River Road (now I-435). A year earlier Topeka had annexed Garden City after being selected as one among thirteen new municipalities proposed for creation by then Johnson County Executive James Maughan pursuant to Acts 2nd Leg., chaptered October 23rd (1886), §2(a), which granted all men over eighteen years old full citizenship privileges within any new municipality formed within our county . So too did Topeka annex Shawnee Heights (), Stilwell () and Clearwater (). Finally On April 11th 1889 Whitehall (). All these annexations were effected subject to ratification by respective territorial legislatures prior thereto; that is: Shawnee Heights & Clearwater were ratified on May 6th 1888 while Whitehall wasn't ratified until November 6th 1889 due to objections raised by Senator Hiram Lodge over certain annexation provisions contained therein# . According to official US Census data published between 1990 and 2000 - there have been no changes (+/- 10%) in the population size or distribution within Johnson County since 2007 # .
